Oven cleaner and some fine MMM scuff pads works well… If it is lacquer based primer you can dampen rag w/ lacquer thinner and test in inconspicuous spot. Lacquer thinner will lift some paints so be very careful to keep rag dry as possible. Probably need to color sand and buff after solvent wipe.
